That's what it is. A mystery. Maybe they thought it wpuld be a starker, real image to show her like that: the poor exposed Scully, vulnerable to the evil doers that harmed her.
Or maybe the dumb guys on the crew wanted to show off her oversized post birthing chest and give her a hard time about it.

I think it's funny that GA reportedly did fall asleep while filming this scene. I'm still posting the shipper pics on this board in episode order. I may have to include two from One Breath since it was such a goodie. :-)
