I mean, we never really saw enough of Skinner to know if he was complex or not. I would call him mysterious rather than complex because we knew so little about him. I suppose he could be considered complex because we weren't sure where his loyalties lay. But is that complex or just a lack of info? Maybe it was just MP's way of saying he wished Skinner had been developed more and gotten more screen time. We know David felt this way as well and it was his authoring of the the ep Avatar that let us look into Skinner a little more than we had before.
