I know we've had this discussion before. . .on the shipper board, on the old forum, etc., but I still think the answer to "Just WHAT is keeping Scully from being invovled with Mulder?" is. . .Mulder. For them to become an official "couple" he is going to need to tell her in simple, declarative sentences, when he is *NOT* drugged, that he loves her!!
Yes, she is a completely equal partner during work, but he's going to have to make the moves romantically simply because he is the guy! A bit of a double standard, I know, but that's just the way the world works. And Mulder is old enough to know it.
Mulder tends to blow hot and cold with Scully. We can all come up with lots of scenarios when he has flirted with her, but the few times she's attempted to "flirt back" (i.e. "Detour") he pushes her away. I'm sure she's confused. I would be!
