USA network shows and scheduling

I like a lot of the show that air on the USA Network -- Burn Notice, Psych, White Collar and Covert Affairs -- but their scheduling confuses me

First of all, I thought their "hook" so to speak was to offer original programming during the summer, while the major networks were in reruns. Yet only two of the four shows I like are showing new eps. They keep advertising that White Collar will be back in the fall, but so will all my other shows I watch on the major networks. And Psych did some sort of weird mini-season of about six episodes in February and March, then quit.

But my main confusion is why they don't show reruns of any of these shows on a regular basis. They just show endless reruns of major network shows like NCIS and Law & Order. I haven't seen every ep of any of the above-mentioned USA shows and would happily watch them in reruns, but they don't show them. And it seems like it would be a better business decision and less expensive to rerun their *own* shows than shows from other networks.
