I have a longer response, while I reread & edit my response to be somewhat sure it's understandable, please start with this.

1st- A Disclaimer: I'm not trying to preach some positive mental attitude stuff about persisting to do the same things even if they don't work.

I don't/won't accept this statement of yours - "I can't even afford to advertise, so there's no way I could afford to offer bonuses."

Be a little more positive - If you could afford to advertise, what form of advertising would it be?
Could you share the advertising expenses with a similar business, a supplier or a customer?
What do people in your market niche want/need?
Who has things that may appeal to your market niche?
Could your product/service be a bonus for somebody else's offer?
