Actually Jim, commercial fishing for sharks with nets and longline has been
against the law in Florida state waters since 1992, a year before NMFS
implemented the Atlantic Shark FMP in 1993. The increased abundance are
mostly Blacktip and various small coastal sharks. This bloom is to be
expected due to the decrease of fishing mortality in state waters for the
past 7 years. George Burgess calls them ankle nippers but the 9-year old boy
who was killed in Vero Beach last year was mostly likely attacked by a large
Tiger shark.

Stewart Springer called residential large sharks bank loafers, I believe, in
his early writings on sharks. These larger animals will increase for two
reasons, less fishing pressure and increasing populations of small sharks and
sea turtles, which make up a portion of their diet. Also, the life span and
age of sexual maturity of Blacktips and Tiger sharks is much less than the
ages cited for Sandbar sharks. This means that the Blacktip and Tiger shark
pups from 1992-1994 are most likely sexually mature animals creating
offspring.

Jack Musick recently noted that a bloom of young Sandbar sharks was occurring
in the MidAtlantic region during the early 1990s. He noted that it was due to
less abundance of larger predatory sharks in his area. Of course, there had
to be some large sexually mature females Sandbar sharks available during this
period of time to have the pups in the first place. We see lots of large
Sandbar sharks from NY to Texas, as long as you know where to look.
