Actually, not only are the wheels VTOL vents, the wheels are used in a fan-made tank mode for Tigerhawk/Razorclaw.

The popular rumor is that Hasbro intended for this to be an official mode (just like TMII Megatron's dragster mode) but it was dropped before the toy was released.

Many Tigerhawk toys had the wheels glued into place, so it is surprising that Razorclaw still has free-spinning wheels.

Here's a photo I found of the tank mode. It's not really anything special, but it gets the job done.
