If by that you mean 'all the Diaclone-derived Transformers were released together in Japan,' (as opposed to the actual Diaclone toys which were released well before Transformers was even conceived as a toyline), then the answer is no, because Takara was still "re-releasing" Diaclone moulds as part of the Transformers line after 1985.

e.g.: 1986 saw Powered Convoy released as Ultra Magnus and in 1987 the Train Robo toys were released as the Trainbots etc.

the basic explanation for the original question is that Western first year (1984) + second year (1985) = Japanese first year (1985).
