At the time of the movie, yes it was a prototype!!! It is definately available, well here in the UK anyway!!!

I pass a TVR Garage every morning on the way to work here in the UK!!! I see 2 parked out there all the time!!! A purple and "Swordfish" colour!!!

Seen a couple in "London City" aswell!!! There definately availble to buy!!!

However the reason Travolta didn't get one is TVR can't produce enough of 'em!!! Apperently 420 will ever be made, and there all taken!!!
