Subject: Too late for that. Any costume rule banning identifiers/motifs needs to have a year out implementation.

They could implement the “grade exams” dress code : blackout, No makeup, hair in a pony tail. To the concern about 1 year implementation notice: this could be considered an “emergency” situation - similar to the mask/wristband requirement. If the organization took the resolution of these matters seriously.
