Subject: Are dancers allowed to move in to OC without earning two firsts in PC?

Is there any governing body that actually checks?

I haven't seen this yet from PC to OC, but have seen a lot of dancers move up to PC missing a first in HP, I can name 3 just in our city.

But dancers have been flying all over the country to compete, so they may have gotten their other PC first out of region.

We usually see more of the opposite, dancers sitting in Prizewinner or PC after winning their comps 5, 6, 7, 8 times or more.
