If I recall, R18 is a low-value resistor which is a common return to -170 volts from the power supply.

If the driver transistor has a collector-emitter short, the full driver voltage would appear across the resistor and would cause it to burn out. That would explain why the note strikes and holds before the resistor smokes.

You could verify this by disconnecting the solenoid from the board. If the problem goes away, you'll have to replace the transistor.
