I don't know, I think we are dealing with a smart,cunning foe. Anything to make there lives comfusing would be a help to the u.s. military It called civil diversion. When I was in the army, we were counting a certin amount of disruption from a civil source to confuse the enamy. I am signing up just to monitor, like you I also see the need for cyber spys( Intel ) just to keep up with things.
