Hi Theresa,
The only free pattern I found was for the aforementioned bandana type halter. I imagine you could vary it by using the basic pattern/size bandana to cut a piece of cloth of your choice so it doesn't look like a bandana. You could add some lace or iron on thingies, or other embellishments. You could add some length to it with a ruffle, either of the same or contrasting fabric, or lace or even fringe. Instead of tying it in back, you could shape and finish the ends to make it button or lace up or double tieback (square off ends and add ties)?? Instead of a rope/shoestring type necktie, you could make straps that continue down the sides and around back to tie, basically edging the triangle part of the halter. You could vary the neckline from the typical fold-over to a v-neck...that might be more trouble than it's worth.
When I was a teenager, I had a favorite halter top that consisted of a bodice piece with a strap under the bosom that tied in back, and with an attached "skirt" to cover down to waistline/hips. Since at age 10/12 I imagine they're not that developed, you might be able to create something like this pretty easily. To make a pattern, use an old t-shirt or get one at a thrift shop that fits snugly but not stretched. While they're wearing it, mark the outline of where you'd want the pieces to go. Take it off, cut the marked pieces for a pattern, and add seam allowances to make a pattern. (Does this make sense? haha)
