Interesting thought...okay, here goes:

Willow and Oz: I think they would have gotten back together when he returned with his new-found control, but only briefly. Sooner or later, something would have broken Oz's cool, and he would have gone all wolfish on her. He would have left her yet again.

Willow and Evil: This second leaving could have been the excuse for a deeper dependence on magic, but I agree with wwolfie on how keeping the magic-as-addiction plotline would have been interesting to see on it's own, without using Tara's death as a catalyst.

Xander: without that whole "Willow is Gay" transformation, when Xander was able to stop Willow from using magic to destroy the world, Willow would have returned to her one true love, and Xander would realize that she's always been the gal for him (hey, this is my plotline and I can do what I want with it, dammit.)

Buffy, Dawn, Giles: not really much change here. Anya might have had some potential vengeance against Willow if my whole Willow/Xander plotline worked out, but other than that, no change for her either.

Joss, et. al: Truthfully, I didn't mind either Tara or the Willow/Tara relationship as it was originally defined by Joss and Co: that it was a love between two people who just HAPPENED to be of the same sex. If Joss had made the brave choice, and allowed Willow to date guys again after losing Tara, or possibly illustrating some sort of confusion when she began dating again, he would have had a hell of a lot of hate mail, but more interesting plots, not to mention really indepth discussions about the orientations of sex and love. Basically, I don't think that Joss made Willow gay because of politics, but I do think that he was unable to take her character anywhere else AFTER that, because of politics. Ah, well.
