Subject: Throttle body/egr valve - 95 mustang GT 5.0

I am installing a 65mm throttle body on a stock 95 mustang GT 5.0 engine. It has a MAC cold air induction, The exhaust has been modigied begining with headers, H pipe with cats (CAlifornia, 2.5" SLP loudmouth catback with resonators only.

1. CAn I remove the EGR valve and replace with spacer only?
2. If I do so, will it impact emissions to drastically for California?
3. What impact will it potentially have on gass mileage?
