Subject: 1992 toyota camry

i have 1992 toyota camry enruns great.problem i only get 21 to 23 mpg on this 4cly i think it should be 28 to31 mpg the car idles at 1030 rpm when warm ad 875rpm cold also the idle will not go below 2000rpm when driving even wi1h of gas on free way put if iput it in N it idle down to 1030
can you give me any feed back
