Subject: VR4 idling problem

Hi. I have a Mitsubishi Galant VR4, E39A, 4G63T, 1990 model

my problem is that whenever i start he car it is not on proper idling. it's on about 1.8 to 2.1 rpm. There is smell of burning rich fuel and the tell pipe is black in colour. I took the car to a Mitsubishi agent and got checked all the electrical items and were working fine. We also checked the computer box (ecu) and is fine as well.

I have changed the plug wires and plugs but still the problem remains.

please advice what to do?
