Subject: 87 toyota pickup, fuel guage below empty

hi, i have an 87 yota 2wd pickup out here, 22R-E fuel injected and auto o/d trans, the fuel guage needle is always down under empty, i removed the bed recently and unplugged the harness out of the fuel sender unit and the needle never moves, you can hear the float and arm bobbing around inside the tank, seems fine,

checked all fuses and none are bad, wires look fine

low fuewl light will come on i found out the other day when i was running low on fuel finally

there are three wires out of just the fuel sender unit for the guage and light, not including the two fuel pump wsired on the fuel pump hanger unit in another part of the tank(forward most end of the tank)

fuel sender and fuel pump hanger unit are not the same unit and are separate and mounted in their own holes in the tank top.

what is wrong, i have a multitester, how could i test toyota fuel wires at the tank to make sure its putting out right at the tank at least ?
