Subject: electronic ics battery?

on the fuse panel of a 1990 stanza there are two fuses with abreviations that I cant figure out.THey are electronic ics ignition and electronic ics battery. What does ics stand for. Also my car will not turn over at all no noise, but when I pulled both of those fuses and then put them back in the car started but as soon as I turned it off it wouldnt start again what could it be?
