Covert Operatives:

They use Red Cardinal to locate a contact on the net. They don't usually type anything else in the search since they know what should be in the description of the site they need. Or they do type an extra word in the search engine, but one that's key to that single operative and doesn't show up in enough frequency to twig people that there's another significant term for them to be able to report in (Somone is Red Cardinal sherpa, someone else is Red Cardinal picklehead, etc.). It could be a store that sells crappy baubles as a front and the communiqué could be safely hidden in a ridiculous order size so as not to be mistaken for a civilian with really gaudy taste in collectibles.

Aliens:

With the universe being the size it is, how can anyone really deny the possibility of intelligent life in another format somewhere out there ? That's just unrealistic, in my opinion. Now, just because we haven't found them, doesn't mean they couldn't have found us. That Waldo guy is pretty good at keeping a low profile even with the stupid hat.
They have found a way to tap into our internet in order for them to communicate on our planet without having to piss about and set up their own system.

Echelon protesters:

A bunch of college students sent out a bunch of EMails and they told thirty friends and so on ... Their purpose is to bung up Echelon's communications interception in order to restore personal privacy by lagging their system down with having to save every single damned thing someone says in an EMail or a search engine instead of filtering out the private stuff while maintaining a vigil on potentially dangerous stuff.

Someone at the source of the data:

There's a guy that works at Google, he has a buddy at Yahoo and they also know a guy from Alta Vista and Webcrawler and Lycos and Infoseek. They call themselves the Red Cardinals or they like associated sports Teams and they have taken it upon themselves to test a theory on market trends and the gullibility of the public. Their goal is to see how many people they can dupe into creating websites about Red Cardinals based on falsified data about hits and whether or not they can generate a market for a product based on no demand and no supply. Head fake the Suppliers into thinking there's a pre-existing Demand. Then pummel the buyers with Suppliers to force Demand where none was before.
This process of 'economic teeter-totter' has been successfully carried ou in the past in the music industry with such acts as The Backstreet Boys and *NSync.

The true solution:

Or, you could just answer the mystery of the Red Cardinal by offering the correct response: Blue Bishop.
