Die Kulturflatrate wäre eine Art GEZ für die Nutzung von
Inhalten im Internet. Jeder Nutzer würde eine Zwangsabgabe
leisten und könnte im Gegenzug alle digitalen Angebote, seien
es Bücher, Musik oder Filme, frei nutzen. Darin sieht die
Ministerin jedoch eine Zwangskollektivierung der Rechte, die
einen massiven Verteilungskampf um die Einnahmen zur Folge
hätte. Mit der Kulturflatrate würde man zudem Werk und Autor
voneinander trennen.
