THERE IS REALLY NO STORY BEHIND THIS. SHE HAD A VERY SMALL PAGEANT AND EVERYONE CAME WITH FEES OFF AND SHE DID NOT TAKE IN ENOUGH MONEY TO PAY EVERYONE AT THE SAME TIME PLUS SHE SAID SAVINGS BONDS IN HER PAPER WORK AND IT TAKES AWHILE FOR THEM TO COME BACK.
