Sorry about your hubbie popping it and all that. I once dropped the kids off at the pool at a Berkshire Welcome Break service station and wonder if it could be what you're looking for.
I found the conditions to be most satisfactory and even commented on the absence of inner bowl cling ons to the gentleman dumping in the next cubicle. He confirmed that his throne was also in tip top shape and we clubbed together and bought the attendant a quarter pound cheese burger with extra cheese from the service station restaurant by way of a thank you.
I'm afraid I can't remember precisely where it was so your quest will have to contiune. Although I do remember there was an old woman with no teeth and a big arse standing outside the front entrance. Hope it helps.

You will have to move fast. Apparently West Berkshire council intends to "sweep away the present public toilets and replace them with state-of-the-art self-contained cubicles, including an accessible toilet and baby change facility."
I was quite shcoked to learn that the Council are encouraging people to change thier babies. I thought a baby was for life and not just for Christmas. However, I'm pleased to see that the new toilets are now to be accesible. I wonder how people used the old ones?
Anyway, there is a rather nice toilet in Lytham St Anne's if you're passing through. It's in the car park and is very clean and with an over-powering aroma of Toilet Duck. Marvellous. I could spend all day there. In fact, I did last Tuesday until I was arrested.
