Probably should've told everyone this, but the reason I didn't you'll soon see why.
I actually "preset" the 2 week period on stories before the site opened so it would be easier for myself to keep track of, here's a sense of how it works.
July 27th to August 9th is a period of two weeks, since I'm using a desk calendar here, I have the days layed out in front of me, so I simply group two weeks together. The next two week period would be August 10th to August 23rd. This, ultimately, can let someone have extensively MUCH more time to post stories, such as where you found the 3 weeks.
With my "two week blocks" if a person posts at least one story within the grouped block, they are "clear" for that set, if they post another within the next grouped block (the one which would preceed my own set blocks), they are "clear" again.
This, in turn, can give people a LOT more time than written on the site. Ie. If I posted on July 27th, I would be "cleared" in the July 27th - Aug. 9th block. Which means if I were to post (ie.) say Aug. 17th, it would appear to be 3 weeks, but according to the blocks, it's just fitting within the two week block period.
Though this may seem like something I'm just conjuring up out of mid air to cover my own ass, I've treated stories like this since it started. Not to pin it on anyone, but you too, Adalia, have a period of 3 weeks and 2 days of "no stories", however, with my "block setup", it essentially grants everyone MORE time than written, to a degree. Now you see why I wasn't telling anyone? So they wouldn't abuse this "extra time". =)
Anyway, if anyone's incredibly confused by this, I'll be happy to help clear it up more if I can.
