I know of some dogs in the back alley who i can tell aren't getting proper nourishment.Though they are not being abused by any certain person they are completely wild and they have almost harmed two small children.The female had three puppies.Two were taken in but the third got run over.I'm afraid the same might happen to the adults but no one can touch them unfortunately and i was wondering if anybody here maybe was a proffesional because they are very wild and viscious when cornered or surprised and i'm worried for their safety.
