He also ran against Brett Carson 4 years ago, and conducted the same "dirty politics" game against him that year also. He even labeled Brett Carson as unethical and made a complaint against him with the State Ethics Commission.

Brett never forgave him for his conduct during that election, even though Caplan would have you believe to the contrare with the conduct going on at Brett's farewell party at the cc meeting on Dec. 8 1999. Privately, Brett told everyone he could not stand the "BOY".
