It is the village that has the vandettas. That way it can dehumanize it's victims. The village will have all the "reasons" to attack it's prey. The village will get people to believe the made up reasons. That is how the village can look good while it does it's evil. The village doesn't want any parking until it can own all the property. It doesn't want anyone to do well.
