I have spent the past few days defending the village on this forum, but here is an issue where I strongly disagree with them. They really need to pick up their feet when it comes to the waterfront. To answer your question, the boats will come when the docks are built. What I have noticed is takes some time for the work to begin, but when it begins the workers move at an excellent pace.
