Well, Baker probably does have ultimate say in the Foundation resources. However, the Foundation has a Board of Directors... a governing body. Probably each appointed by Baker... and perhaps Baker himself sits on the Foundation Board. Not really certain. But, I am sure Baker does not wave a waund and decide rather whimsically what to do with all those free dollars that the Foundation is generating... Instead, I would think the Foundation is guided by annual goals and objectives... and perhaps a 3-5 year financial plan. Decision making is largely left to this Board. ..., and given the need to respect such a Board and retain their expertise, I doubt Baker rolls in and says this is how it's going to be without facts or intelligent discussion.
