Don't they run (and profit from) all the on-campus food vendors as well as the bookstore?

The only way for Bellos to settle this matter with Cal Poly is for Cal Poly to license Bellos as a distributor of university merchandise.

Do they not want to do this because "Cal Poly Downtown" is around the corner? The school should remember that having "Cal Poly" written on half the clothing you see worn in SLO is worth a lot as free advertising. I probably don't know enough about the specifics of the law involved to comment but what the heck...I think Poly has the right to license the phrase "Cal Poly" especially with the new state law in place. On the other hand, they should make it as easy as possible for stores (Bello's especially) to sell approved gear. Even if they come up a couple of bucks short the school should remember the ad factor and their long history with Bello's. You also don't want the small town of SLO (the fan base) to consider Poly a bully on a local institution.
