Yes it is, and as far as I know, in both genders, the only time the ref doesn't designate a spot for the throw-in (i.e. you can move/pass around out-of-bounds) is after a point is scored.

I wasn't the only one griping; Coach Mimnaugh yelled, "Play by the rules!"
