I wouldn't quite say that. After all, the reason that Rigoletto has his daughter under lock and key is to keep her from the Duke of Mantua's grasp. And if Gilda does not tell him that she has met a man that takes a fancy to her, then is Rigoletto supposed to think other than his original plan of keeping her under lock and key is working? That's just a little too much to put all on Rigoletto's shoulders.
