That always depends on the system. Some pageants, you must participate in a prelim to go to state, and state to go to nationals. Others, you can attend state/nationals as a "contestant at large" which sometimes costs extra. I believe at sunbust, you can compete at any level, but state and nationals cost a heap if you don't work your way up. Some also have a rule that if there isn't a prelim or state pageant within a certain number of miles from your home town, you can compete without extra fees. It's best to contact the national directors and find out the particular information.
