There seems to be a void in the amount of filters and graphic functions available for Delphi. There is a lot for C but little for Delphi. Those that are available are generally specific to the graphics library they are contained in. Have you considered developing a filters and function unit for Envision Version 2? This would be a great addition to Rnvision because the functions would work with any TGraphic...

Thresholding, Histogram, Channel splitting, filters to name a few come to mind. If you are not aware of the Intel IPL Library, download it and give it a look. It has lots of functions that can be applied to images. Are there other sources for this for Delphi that you know of?
