The best way to force this is to:
Reduce the window width,
Set the view to FitToHeight
Open a TIF file.

The horizontal scroll bar flashes on and off many times before the image is displayed. Once the image is there, any attempt to resize the window causes the same delay. This continues to happen until the window is wide enough to display the image without the horizontal scroll bar.

My home system is W2k, but using my work computer (NT4), this problem does not happen! The only difference I can think of is that NT does not refresh the image until after I release the mouse, but this would not affect the initial viewing would it?
