not uncommon to make plenty more than 6 even in some years.
For example in 2022 we drafted/rookied/MSD'd/traded in:

Carmichael
Allan
Ryan
Richards
Murley
Hill
Frampton
McStay
Mitchell

Thats 9 in one year, although Murley was already on the list, but we just as easily COULD have rookied someone else, so.

Point is that 6 is probably average to slightly below average for total yearly list changes for an AFL club when including draft, msd, rookies, trades, free agents, cat B's...
