If people aren't bringing different ideas, etc. to the point where they have the odd argument, then there is no need to employ both of them ... as they are essentially the same person.

It becomes Fly's job to make the end decision. Being able to deal with clashes, egos, and dilemmas etc. is one reason why Fly gets paid the bigger bucks.
