Interestingly, this is doing nothing for Melbournes culture problem. If anything, making it worse.

At some point beggars can't be choosers anymore. If they want Oliver gone bad enough that they shop him around 3 years in a row... They obviously don't value him that highly - and there's probably a good reason for it.

So why would anyone be expected to pay through the nose for him. The longer they keep him, the less valuable he becomes.
