I work in IT and promoting your chief recruiter to List Manager is akin to moving a gun software developer to Project Management.

You effectively hurt 2 areas in one move.

Without going through the analysis, I would say Hine's worst recruiting years were the ones where he was List Manager. And as List Manager his trading and salary cap management was poor. And as for lack of key position recruiting, again you will find this coincides with his List Management years.
