They breed and become a nuisance - the problem is usually saturated compost in the pots. Scraping off the top of the compost and replacing with warmed-up gravel usually does the trick - I think the eggs must be on the surface - later attackers will not be attracted to gravel as a breeding place. This worked for me before, but I suppose it depends on whether they are fungus gnats or some other variety. You could, of course, just replace the compost with more sterilised, clean from a bag. Whatever you do, do not over-water after that.
