She shakes her head, eyes growing a bit softer. "The fee is only for when you steal. Ten percent of what you steal goes to the guild. However, there are rules that you must abide by if you are to be a member of the Guild. If you swear by these rules, then you may thieve as much as you want, though remember, you must be at the location (on the board) one day prior to your jobs and if your target replies within one day, you are considered caught." she replies simply before going on to the rules. "These are the rules of the Thieves Guild:
Rule Number One, the Guild comes before whatever personal interest you have. If not, that might show your loyalty is fading... Rule Number Two, you do not steal from other thieves or assassins. Assassins are deadly enemies that we happen to share a building with. In return for their cooperation, I give them business and we do not steal from them." she muses for a moment, wondering if the girl connected where the business came from and her dislike of freelancers. "Rule Number Three, you do not betray your fellow thieves to their marks, especially if it is a hired job. Rule Number Four, you do not steal from another's mark. These are the foremost rules of the guild. Some others include that you cannot steal from the same person until after two days and you must pay ten percent of every job to the guild. This is to insure your loyalty. If I cannot be sure of the loyalty of a thief, I cannot have him or her in the Guild. Loyalty is the most important. I must be able to trust my thieves. If you agree to swear and abide by all these rules, welcome to the Guild." she pauses for a moment, adding one more thing, "Remember...if you train to become a Master Thief, just because you train does not mean you will become one. This goes for you too Josie. If you do not pass your test, you cannot be a Master Thief."
