Dave ,
When they open up the rules to allow solid lifters and world produxct heads, they are putting the guy with a limitede budget out of the picture. Hell to be competitive and also be RELIABLE you MUST buy new heads. We did because we wanted to finish. Our two engine failures were both related to OLD (882) cylinder heads that we spent more money on than if we had bought new ones! We caught on slow !
What I would do is put in the 3/8 screw in studs. The ones with the small shoulder. Then If the tech inspector asks if they are screw in.. Tell them "I'll take the rocker off and give you the wrenches and nuts. You turn the stud,If it breaks, You pay for the Felpro Head gasket and the machine shop bill for reinstalling." That's what I did and never got any trouble.Of course after we bought the World product heads it never came up again.By the way we ran a hydraulic .490 lift.
