The basic theory is that the Vedrans knew what was to come, so they hid themselves and other particular planets from being found ever again [Ep The Fair Unknown], cutting off all slipstream ties - making it impossible to even get near where the Planet Tarn Vedra used to be. Dylan was born on Tarn Vedra [Beshana Tarn - the Human Quarter]. We learn a bit more about the Mad Perseid Hasturi's claim to have made it to Tarn Vedra in "Fear and Loathing In the Milky Way" and "It Makes a Lovely Light" Season One.

Remember that the Vedran Empress had been killed during the uprising of the Nietzscheans and a subsequent Magog attack [which we now know was organized by the Spirit of the Abyss]. The Vedrans would not have been able to fight the Point Singularity Projectors and would have been destroyed themselves. Self-preservation came into play.

Well the Vedran Uxulta [The Fair Unknown] still had Official Power over Dylan and did give him certain orders that he could not disobey...

Trance's race is hard to figure out. I believe they didn't count on the Vedrans EVER reappearing and wanted to back another powerful race - perhaps one they could control.

Tamerlane was placed on a secret planet [by Tyr] with the last remaining Orca Pride Matriarch Olma, for safe-keeping [ep Immaculate Perception]. Tyr eventually took on his son's genetic DNA to fool the other Niets into believing he was the 'Saviour' to again protect his son, and to bring the Prides together. As Niet babies grow at the same rate as Humans, Tamerlane wouldn't have been able to make a difference until he was much older - long after the show ended.
