O is partially correct, horrah!!!!!!!

Cuba taxes foriegn income, either from tourists or relatives living overseas, this started in 1995. Cuba does not tax locally earned money, this probably has not changed. I guess O would have to pay taxes on his ill-gotten gains from exploiting human and natural resources, and he would have to pay a significant percentage of his fair share, but for most cubans there is no income tax.

Perhaps the united arab emirates (dubai) has no income tax, they sound like the mercentilist dictatorship type that O would love america to kneel before.

Well-to-do Cubans will have to pay a personal income tax on hard currency earnings starting next year, the Government said today.

Cubans have not paid taxes since the early years of the country's 1959 Communist revolution. The move appears aimed in part at countering increasing income disparities.

The new taxes "permit a just redistribution of income to finance social programs that benefit all the population, with a greater contribution from those who have a superior economic capability," a Finance and Prices Ministry statement said.

Cubans earning dollars, such as those working in tourism or the small emerging private sector, are often vastly better off than those earning pesos. The peso is officially worth one dollar, but its street value is currently only a small fraction of that.

The income tax on people earning hard currency, which excludes dollar remittances from abroad, establishes a scale from 10 percent taxation for people earning less than $2,400 up to 50 percent for people earning more than $60,000 a year.
