I think there is more than one way to see all of this but probably most of it is true, if not by design then by effect. This effects everyone and where you are on the continuum is what you see as the truth. Historically, there were open discussions about extermination of people. The U.S. government paid a good price for buffalo tongues not because they like tongue but because they knew eventually the people that subsisted on buffalo would not have anything to eat. There are lots of examples so I think it is true. The consequences affect everyone and not in a good way.
