Intersts are defined as community, state, nation (people). We pay them to act responsibly and in some cases safe-guard our lives. In many cases we do not have a direct influence on how things are managed so we rely on others. Note that you rely on others too. It could be you that drowned as a visitor who by vacation choice had a reasonable expectation that you were visiting a safe place. If you have a heart attack I hope the person that could take you to a hospital doesn't stand over you and tell you, "well buddy, you've obviously haven't managed your health risks very well...get yourself to the hospital or work this out for yourself.
