The Federal gov can send all the money they want BUT, they should have no say on how it should be spent. But, sorry to say, most states have become addicted to that Fed money and become under the thumb of the Feds and have to do as they are told or lose the money. That's one of the reasons that the public school systems around this Country are a diaster and private schools are springing up all over the place.
