The bottom line of the study was that many small refineries were shut down because they were old and couldn't meeet new EPA guidelines to modernize. As far as I can find there is only one new refinery that has got anywhere in an attempt to get built and that one is in, of all places, Arizona and has been in the permitting process for ten years and still has a long way to go. Anything like a mine, powerplant, LNG port, refinery and many other projects face massive expensive and endless hurdles in the US. That is the main reason mining has totally left the US, we have no new refineries proposed, few new no carbon nuke plants on the drawing boards and a looming natural gas shortage coming. Oh yes, you can add to that the huge loss of high paying jobs to overseas. Money, yes it takes money to do all these things that people need and want, always goes where it's treated best and no politician of any party can change that rule of the universe. Of course if you don't like that fact and want to live different, you can always move to Cuba.
