I'm 100% in favor of this.....especially the last provision.
There is one thing to keep in mind though. In an emergency, it will take longer to get stuff done. For an example: After a big huricanne the government would have to 'float' bids for relief services. That could take some time and there is no assurance companies providing that relief would be able to get the stuff there fast. Companies don't stockpile stuff waiting to bid on government contracts. But that's a price worth paying for a bidding process. It will be interesting to see what happens if this goes through and we have the next disaster. I wonder if the same suspects will bitch about how slow the government is coming to the rescuse.
